Obtaining a Driver’s License in Yucatan
If you are a foreigner and not planning on leaving Yucatan, it is probably then a good idea to obtain your driver’s license for here. The process is relatively simple, and it can help you avoid problems in the future with road authorities, who have stepped up street security in recent months by placing numerous checkpoints at various points throughout Merida, as well as on the outskirts of the city.
Requirements:

Valid passport.

Visa evidencing your legal residency in the country (FM2 or FM3, as the case may be).

Proof of address, which can be a water, electricity or phone bill, property tax (predial in Spanish), or a bank statement in your name and with an issue date of less than 90 days. If said documentation is not in your name, you will need to have a letter issued by the National Institute of Migration, in which said Institute certifies that you in fact do live in Yucatan.

Surrender your previous license, should you have one.

Pay $352 pesos.
IMPORTANT!: You must bring the original and one (1) copy of all the above-mentioned documents with you.
Procedure
If this is the first time you are applying for a driver’s license:

Go to either the “Centro” or “Siglo XXI” field office (modulo), whichever you prefer, and request both verbal and written information as to necessary requirements.

Submit your documentation in the reception area, where they will also give you the application to complete.

Pay the corresponding fee with the cashier.

An eye exam will be performed to ensure your visual acuity for driving safely. If you wear corrective lenses, take them with you to the exam. You will also be asked your blood type; if you do not know your blood type, a small blood sample will be taken for such purpose.

If this is the first time you are applying for a driver’s license, you will be asked to take a written examination to test your knowledge of road rules and regulations, as well as traffic signs/signals. You will also be required to take a simple driving test, which test your skill at parallel parking to the left.

Proceed to have your picture taken, be fingerprinted and provide your signature.

Submit your payment receipt in the license pick-up area where they will issue and give you same.
A driver’s license is valid for two (2) years.
If you are renewing your license, there are more options available:
1. Go to either the “Centro” or “Siglo XXI” field office (modulo), whichever you prefer.
2. Go to a USE (Unidad de Servicios Electronicos) window-type office (NOTE: you may only use these offices for renewal if you are renewing 60 days prior to the expiration of your valid license or 30 days after such date).
In both of the above cases, you only need to:

Submit the documents previously mentioned.

Pay the corresponding fee.

Have your picture taken, be fingerprinted and provide your signature.

Your license will then be issued and given to you.

Select Language: English > Menu > Services > Vehicles > Driver’s License Renewal.

Follow the instructions on the screen.

Select Language: English > Menu > Services > Vehicles > Driver’s License Renewal.

You will need either a debit or credit card in order to pay online.

You may choose to pick up your license at any Secretariat of Public Security office (Spanish: Secretaria de Seguridad Publica, abbreviated SSP) or request it be sent to your home address.
If you choose to either use the USE locations or to renew your license online, please note you will thereafter need to once again go to either the “Centro” or “Siglo XXI” field office (modulo).
